This document encompasses replies to two questions as presented by the client. The first question deals with reform of California's local governmental structure and sets forth to respond to the proposition that the state would best be served by a regionalization of government and fiscal efforts. The second essay deals with the impact of the early 1900's Progressive Movement on California politics both at that time and today.
