This paper will argue that this decline was due, not to one single reason, but to a convergence of forces. Key among these were: welfare capitalism; the rise of Catholic unions in Quebec; a fragmented national labour movement; and, perhaps most importantly, an economic depression in the early 1920s. 4 pgs. 11 f/c. 3b.
